A mix of wired and wireless hackhaul should work, although it's possible the backhaul wiring needs to chained LAN->WAN rather than LAN->LAN with fully wired backhaul.

Try swapping the cable between the LAN and WAN port on the secondary hub. Check also through the Tenda App that thy have the latest firmware (Settings icon -> Firmware Upgrade).
